HMU shall establish committees only where there is a clear institutional need.
Each committee shall:
- have an approved Terms of Reference;
- have clearly defined authority and responsibilities;
- include members with appropriate expertise;
- operate transparently and ethically;
- maintain proper records;
- report to the appropriate authority;
- review its effectiveness periodically.
Committees shall support institutional decision-making rather than duplicate administrative responsibilities.
